		<description>[...] So JSEA had their first legal seminar to bat around ideas of how it might be possible to influence the existing legal structure so that technology doesn&#8217;t get held up by legal issues.  I believe technology will plow through in the end, but it is always best to have a legal framework in place first.  The most important thing is to eventually work toward a new framework and constitution encompassing all space settlements.  So anyway, we met at a University in the city, and discussed and discussed. There were a few legal experts, but primarily just people who want to get off the planet by building a space elevator.  What I ended up taking away from it were a few things.  I think we should work within the structure of the current U.N. agreement COPUOS to get the building started, but parallel, we should be working on a brand new constitution and Legal set of principles which I started to outline here.
